Walz to announce change in guidance for middle, high schools on Wednesday - TwinCities.com-Pioneer Press

Minnesota Gov. Tim Walz will announce new guidance Wednesday for when middle and high schools can hold in-person classes during the coronavirus pandemic.

When the pandemic first hit the state, Walz ordered all public schools to close by March 18, 2020 and prepare for distance learning, which lasted through the end of the school year.

At the start of the current school year, district leaders were instructed to keep schools closed unless coronavirus case rates in their counties were low enough to limit in-school spread.

In December, Walz announced a major change that enabled elementary schools to reopen Jan. 18 without limits on capacity. That move came with added precautionary measures, including students wearing masks during gym classes and optional, biweekly testing for all school staff.

At noon Wednesday, secondary schools will be in the spotlight.

“Following Minnesota’s successful effort to expand in-person learning for elementary students, Governor Walz will lay out a strategy (Wednesday) to bring more middle and high school students back to the classroom,” Walz spokesman Teddy Tschann said in a statement.

State officials said Friday that 85 percent of K-8 classes are being held in-person at least part of the week.

Walz said Friday that he wants all students back in school as soon as possible.

Under current guidance, which has been in place all school year, middle and high schools shouldn’t reopen at partial capacity until their county case rates fall below 30 new cases over two weeks per 10,000 residents. As of Thursday, 63 of 87 counties met that threshold.

But just six counties had new case rates under 10 per 10,000 residents, which has been the standard for in-person classes at full capacity.

Health Commissioner Jan Malcom said she’s “very encouraged” by declining cases in the state in recent weeks but that cases are “still quite high.”

The U.S. Centers for Disease Control and Prevention on Friday updated its own guidelines for reopening schools.

That guide disappointed many advocates for reopening schools, however, by describing six feet of social distancing as an “essential” strategy for mitigating spread of the virus. That’s not possible in many schools unless some students keep learning from home.
