LAKEHURST, NJ — A Lakehurst man who is a registered sex offender is accused of fondling himself in front of two children who were playing outside in Lakehurst, the Ocean County prosecutor's office said Monday.
Richard Davis, 66, was arrested Friday and charged with two counts of sexual assault and two counts of endangering the welfare of a child in connection with the incident, which happened Thursday, Prosecutor Bradley D. Billhimer said.
Davis was arrested after a parent called Lakehurst police and told them a man had been touching himself inappropriately in front of the caller's two children, who were playing in their yard at their Lakehurst home, Billhimer said. The ages of the children were not released.
The investigation led to the identification of Davis, he said. Davis is being held at the Ocean County Jail pending a detention hearing.
Davis, who is listed in the New Jersey State Police sex offender database as Tier 2 offender, was arrested in May 2019 on a similar charge in an incident at Lake Horicon. He was convicted in 1990 of sexual assaulting juvenile females and "had previously committed lewd acts" in front of female strangers. The listing does not give an approximate age of those victims.
