Iraqi Prime Minister Haider al-Abadi has congratulated Iraqi fighters on what he called "this big victory in Mosul," even though the fighting against Islamic State militants continues in Mosul's Old City. Abadi spoke Tuesday during a weekly news conference in Baghdad. He said efforts to secure stability and help the displaced people return to their homes will intensify in the coming days.
