BOCA RATON, FL (BocaNewsNow.com) (Copyright © 2021 MetroDesk Media, LLC) — A man speeding, revving his engine, weaving, nearly hitting bicyclists, and overall allegedly driving like a crazy person did it all in front of a undercover Palm Beach County Sheriff’s Deputy assigned to the department’s street crimes unit.
Joshua Teper, 22, of the 2200 block of Dolphin Road in Boca Raton, was jailed after the deputy captured the man cited him for multiple violations. The two leading to time in jail: “flee/elude police with disregard of safety to persons or property,” and “moving traffic violation – reckless driving first offense.”
The police narrative written by the officer involved reads like something from a movie script. We are publishing the complete narrative with only minor editing for clarity.

“On 10/15/2021 at 1735hrs while on patrol in the area of SW 3rd St and Lyons Rd, unincorporated Boca Raton
Florida 33428, I observed a silver Chevy Camaro driving south on Lyons Rd in a reckless manner. Specifically, I observed the Camaro drive in the left turn lane at a high rate of speed to get around stand still traffic that was waiting at the red light of SW 3rd St and Lyons Rd (facing south). Once the Camaro got to the front
of the light, it unlawfully cut back in front of traffic failing to use the designated turn lane (Violation #l – CiteH
AFAPWCE) and ran the solid red light at a high rate of speed (Violation #2 – Cite# AFAPWEE).
It should be noted that the Camaro did not attempt to slow down while running through the stale red light, and caused eastbound traffic to slam on their brakes to avoid a collision. It should be noted that at this time, I was in the eastbound lanes of SW 3rd St and I was able to see a clear and unobstructed view of the driver/sole occupant of the vehicle due to the side windows being completely rolled down.
The Camaro then continued south on Lyons at a high rate of speed. I was able to hear its loud, modified exhaust
making excessive noise as it sped south (Violation #3 – Cite# AFAPWFE). The traffic light at SW 8th St and Lyons Rd
was also solid red, and the vehicle again went into the left turn lane to go around traffic, cut back in front of traffic
failing to use the designated turn lane (Violation #4 – Cite# AFAPWGE), and again ran the red light at a high rate of
speed (Violation #5 – Cite#AFAPWHE). The vehicle for a second time nearly caused a collision by running the red
light. At this point, I was still unable to catch up to the vehicle due to its high rate of speed, and reckless driving in
heavy traffic.
I was able to maintain a visual of the vehicle as it traveled south on Lyons. The vehicle then turned left to travel east on SW 18th ST from Lyons Rd, and while doing so nearly struck a bicyclist that was in the roadway at the S/E corner of the intersection traveling east. At this point, I already had probable cause to arrest the driver for reckless driving due to the numerous violations that nearly caused several collisions. The nature in which the driver was operating the vehicle was blatantly reckless and it was obvious that the driver did not have any regard for the motoring public’s safety. Though I was not close enough to conduct a traffic stop yet, I never lost sight of the vehicle. While the vehicle was traveling east, I observed it run a red light (Violation #6 – Cite# AFAPWIE) at Boca Rio Rd and SW 18th St by traveling on the outside breakdown lane around traffic (Violation #7 – Cite# AFAPWJE).
I finally caught up to the vehicle when it stopped in heavy traffic at a red light at the intersection of SW 18th St
and Powerline Rd (still unincorporated Boca Raton Florida). The vehicle was in the outermost right turn lane and
was set up to travel north when the light would turn green.
At this time, I positioned my unmarked PBSO police vehicle directly behind the Camaro and
observed that the FL Tag attached was KAJV09. I activated my emergency red and blue lights and sirens, and
exited my vehicle wearing my full PBSO issued Street Crimes Unit uniform (black tactical vest with two Sheriff
patches, Sheriff badge, police radio, full gun belt, and green BDU pants). I then began to approach the driver side
of the vehicle on foot, and again saw a very clear, close, and unobstructed view of the driver through the
completely rolled down side window.
The driver was a young white male with dark hair. I then observed the driver make direct eye contact with me in his driver side rear view mirror, at which time he quickly drove over the solid white line, into the left most through lane (Violation #8 – Cite# AFAPWKE) as the vehicle did this, it came inches from striking a stopped motor vehicle which was also waiting at the light facing the same direction. The vehicle then ran the red light into the intersection (Violation #9 -Cite# AFAPWLE), which caused numerous vehicles traveling south on Powerline to slam on their brakes to avoid a collision. I heard numerous tires screech as this happened, however no vehicle struck the fleeing suspect.
I notified dispatch of the incident and did not follow the vehicle as it fled at an extremely high rate of speed.
I have probable cause to charge Teper with reckless driving for the numerous dangerous violations he committed
prior to the traffic stop, as well as the charge of aggravated fleeing and eluding due to his obvious intention to flee
from the traffic stop which nearly resulted in numerous collisions.”
Teper was booked into the Palm Beach County and later released on $5,000 bond. A court date is pending.
