Former Front Street school eyed for Berea apartments - cleveland.com

BEREA, Ohio – A former parochial school building located at 227 Front Street in Berea could become 30 apartments if a rezoning request receives City Council approval in the fall.

Liberty Development Company representative Dru Siley appeared before Berea Planning Commission on July 15 seeking support to rezone the former St. Mary School property (which later housed an inpatient medical care business) from Commercial Center to Multi-Family Residential.

Commission members ultimately voted to recommend City Council approve the legislation when council returns from summer break in September.

Siley noted in a June 3 letter that the building has been vacant since 2019.

“LDC’s plan is to create a new and vibrant housing option near Berea’s downtown core,” Siley wrote.

He provided additional information in person at the July 15 commission meeting.

“We are proposing to repurpose the entire building, to rehab it, and turn it into market rate apartments,” Siley said. “Our target market is empty nesters, young professionals, and potentially graduate students.”

Siley noted LDC is known for regional residential development.

“What we like about this building is its location on Front Street, almost on the northern limits of the downtown district, and its walkability,” he said. “The lot goes from Front Street to Mulberry Street. It’s just under 2 acres, and in total we would have 145 parking spots on the site.”

The intent is for every unit in the refurbished building to have two outdoor parking spaces, Siley explained, adding tenants would not have to rely on on-street or off-site parking.

There will be a mix of one- and two-bedroom units, as well as some studio apartments, he said. Final price points have not been determined due to current industry price fluctuations for lumber, drywall, steel, and labor. Siley estimated, however, monthly rent could be $1,000 to $1,120, based on an 800-square-foot unit.

A technical report from Jay Stewart of Stewart Land Use determined the rezoning request meets the objectives of the city’s zoning code and master plan. In addition, it is not considered spot zoning, Planning Commission Chairman Matt Madzy indicated.
