CLEVELAND, Ohio - NFL owners on Tuesday decided to table a proposal that would incentivize minority coaching and front office hires, according to NFL Network.
The proposal, which received mixed reviews in recent days, was on the agenda during the owners’ annual mid-May meetings, which are being held via video conferencing this year.
With black players making up approximately 70 percent of NFL rosters, the league continues to search for ways to get more minorities into coaching and front office positions. Only one person of color - Washington’s Ron Rivera, who is hispanic - was hired as a head coach this offseason. The league has two black GMs - the Browns’ Andrew Berry and Miami’s Chris Grier.
The incentive proposal includes having teams improve draft position after hiring minority coaches or GMs. For example, a team that hired a minority GM could move up 10 spots in the third round of the draft. A team that hired a minority coach could move up six spots. Teams that hire minorities at both positions could move up 16 spots.
Compensatory picks could also be awarded to teams that retain those minority hires, as well as for hiring minorities for coordinator or quarterback coach roles, and to teams that lose minority coordinators to head coaching jobs.
Also Tuesday, the NFL announced it has amended the Rooney Rule to require more minority candidates to receive interviews for openings. Teams are required to interview at least two external minority candidates for head coach vacancies, at least one minority candidate for any of the three coordinator vacancies, and at least one external minority candidate for the senior football operations or general manager position.
